About work in the Federal State Information System "Argus-Fito"

The Rosselkhoznadzor Administration for the Kostroma and Ivanovo Regions in accordance with Federal Law No. 206-FZ of July 21, 2014 "On Plant Quarantine" for the purpose of shipment of regulated plant products outside the Russian Federation and to other regions provides services for issuing phytosanitary certificates and quarantine certificates in the Federal State Information System "Argus-Fito".

FSIS "Argus-Fito" is designed to automate the processes of registration and registration of phytosanitary supervision documents. The system supports the creation of a unified database of phytosanitary documents and the formation of reports of various levels on their basis.

The objectives of the creation of the FSIS "Argus-Fito":

1.Automation of the creation and printing of phytosanitary documents during phytosanitary control.

Increasing the safety level of products of plant origin by verifying the authenticity of Russian and foreign phytosanitary documents. FSIS "Argus-Fito" has been used by the officials of the Department responsible for issuing quarantine and phytosanitary certificates since mid-2015.

On the territory of the Kostroma region: the deputy head of the Department and 5 employees of the phytosanitary supervision and grain quality department. On the territory of the Ivanovo region: 4 employees of the phytosanitary supervision and grain quality department.

Registration and issuance of phytosanitary certificates and quarantine certificates by the Department is carried out in accordance with the order of the Ministry of Agriculture of the Russian Federation dated July 13, 2016 No. 293 "On approval of the procedure for issuing a phytosanitary certificate, phytosanitary re-export certificate, quarantine certificate."

As of the current date since the installation of the program, officials of the Office have issued:

11657 phytosanitary certificates (Kostroma region - 5989, Ivanovo region - 5668);

5276 quarantine certificates (Kostroma region - 5050, Ivanovo region - 226).

From 01/09/2019 to the present, specialists have issued 136 phytosanitary certificates and 279 quarantine certificates.

In 2018, 91.9 thousand cubic meters were exported from the territories of the Kostroma and Ivanovo regions, accompanied by phytosanitary certificates. m of timber (sawn timber and commercial timber of coniferous and deciduous species), 115.9 thousand pieces of wood packaging material (pallets and boxes) and 3.1 thousand tons of other cargo (sawdust, soil, spinning fiber, wood flour, malt) ... Products were shipped to 49 countries of the world, including the countries of the European Union (Austria, the Netherlands, Germany, France, Sweden, Estonia, Lithuania, Latvia, Italy, etc.). In 2018, more than 4 thousand phytosanitary certificates and more than 5 thousand quarantine certificates were issued to other regions of the Russian Federation.

During interregional transportation, the Department (import and export) monitored 56.9 thousand tons (grain and products of its processing, soil) and 113.7 thousand pieces (cranberry seedlings, coniferous seedlings, planting material for fruit and berry crops) 189 thousand tons. cub. m (timber) of regulated products.

At the same time, quarantine certificates for export from the territory of the Kostroma and Ivanovo regions were issued in electronic form:

610 tonnes (seed potatoes, triticale, winter rye, oats, Jerusalem artichoke, mustard, timothy, lawn grass, malt);

22 thousand pieces (seedlings of coniferous crops, cranberries, seedlings, bags with nutritious soil);

189 thousand cubic meters m (timber) of regulated products.

The FGIS “Argus-Fito” received no complaints about the timing and provision of state services for the issuance of phytosanitary certificates and quarantine certificates.

Currently, work with FSIS "Argus-Fito" is implemented using web and RemoteApp technologies, ie. to work with it you need access to the Internet. Work in subsystems implemented as a web application is carried out using any web browser (browser), for example: Mozilla Firefox, Internet Explorer and others. Thus, the user does not need to install anything at his workplace to work in FSIS "Argus-Fito".

To enter the required subsystem, the user must type the specified address in the address bar of the browser and go through the authentication procedure (for subsystems that are not intended for free access).
