To put it simply, error 651 means some kind of PPPoE protocol failure, which the vast majority of providers use today.

But finding the root of the problem is often very problematic. Let's take a look at the most common causes of error 651.

Reason # 1. Physical connection

If it displays error 651 on a laptop or PC, the first thing to do is to check your RJ45 connector, that is, the tip of the wire through which the signal passes to connect to the Internet.

If such methods do not help, you should pay attention to the security system that is installed on the computer.

Modem error 651 can also occur due to improper operation of the antivirus and firewall.

Reason number 3. Security systems

To exclude this reason, you must turn off all these systems and try to reconnect to the worldwide network.

The first thing to do to try and fix the connection failure is your antivirus.

Everyone has their own antivirus, some do not have it at all (which is not reasonable), so there is no single way to disable such a program. You need to look at the user manual.

Reason number 4. TCP / IP problem

If the problem is really in the TCP / IP protocol, then error 651 can occur when the router is connected. As for how to eliminate it in this case, this is done in the following way:

  • Go to microsoft.com/kb/299357 and download there a special program for resetting TCP / IP settings. This is done very simply.

Causes of Error 651 on Windows 10 PC

Failure to connect Windows 10 to the network with error 651 may occur due to:

  • Connections to another network (if performed via Wi-Fi);
  • Malfunction of the PPPoE client RASPPPOE;
  • Blocking firewall or antivirus connections;
  • The presence of a second network card;
  • Damage, absence and incorrect operation of network card drivers;
  • Damage to the network cable (not connected);
  • A technical problem on the part of the provider.

Also, connection error 651 may occur due to a malfunction of the router itself. Therefore, you need to check its settings.

How to solve error 651 on Windows 10 computer

There are several ways to fix error 651. However, before using them in practice, it is worth rebooting the PC and router, checking if the cable is connected, and reinstalling the network card drivers. If these standard manipulations do not help to return the connection, proceed to the following steps.

Method number 1. Disabling system protection

If you get error 651 on your PC, it is worth disabling your firewall and antivirus. After disabling the defenders, it is worth rebooting the system and checking the network connection. Sometimes an antivirus or firewall is blocking the PC from accessing the network, causing error 651.

Method number 2. Disconnecting the second network card

Some users use two network cards at the same time. If you have the same situation, we recommend disabling one of them. To do this, just go to the "Device Manager", select the second network card and right-click on it. Next, select "Disable". Or we just turn it off physically.

Then we reboot the system. If the problem persists, the second NIC can be turned back on.

Method number 3. Create a high-speed PPPoE connection

To create a new high-speed PPPoE connection on a Windows 10 computer, do the following:

  • We press "Win + R" and enter "rasphone.exe".

  • A new window will open. We choose "High-speed" connection.

  • Next, the wizard for creating a new connection will start. We follow the instructions. Upon completion of the operation, restart the computer.

Method number 4. Resetting TCP / IP settings

You can delete and create a high speed connection, however, alternatively, you can reset the TCP / IP settings. This operation is much faster than creating PPPoE. To do this, you should do the following:

  • We launch the command line with Administrator rights. Enter "netsh winsock reset".

Method number 5. Changing the parameters in the router settings

Most routers establish a PPPoE connection to the ISP. It is set automatically. However, if you encounter this error on a Windows 10 PC, it's worth checking your router settings. To do this, do the following:

  • Open your browser and enter 192.168.1.1 or 192.168.0.1.
  • Enter your username and password. This is often "admin".

Method number 6. Editing the registry

This method does not work on all Windows 10 builds, but it deserves attention.

  • Click "Win + R" and enter "regedit".

  • Find the section HKEY_LOCAL_MACHINE \\ SYSTEM \\ CurrentControlSet \\ Services \\ Tcpip \\ Parameters. Right-click on an empty space and select "Create DWORD Parameter (32-bit)". Give the parameter the name "EnableRSS" and the value "0".

There are two main reasons for the message "Error 651: the modem or other communication device reported an error": problems on the provider's side or incorrectly set / lost settings on the user's side. If the provider denies the problem, you will have to diagnose the cause yourself and check the network settings.

The first step is to reboot the entire system: computer, router, router and try to establish a connection again. It is worth making sure that there is no work on the provider's side and mechanical damage to the cable in the apartment. Only if simple actions do not help, it is worth moving on to changing the network settings.

Fixing error 651 when connecting to the internet:

If error 651 did not appear during the first setup of the Internet or equipment (new router, router), then you should not go into the settings for no reason - they rarely go astray by themselves. It is enough to perform a series of simple actions to eliminate the commonplace causes of the problem.

  1. Call the provider... The error can occur only with those providers that use a PPPoE connection.
  2. Check the integrity of the wires... Error 651 does not depend on the Windows version (7, 8, 10), nor on the provider, nor on the router model: it only reports that the communication device cannot establish a connection and gives an error. It will not be superfluous to check the connection of all cables and the absence of mechanical damage on the wires or connectors.
  3. Reboot devices... You need to restart the router and computer, as well as the modem (if any). The router should be left off for a minute or two, and then simply plugged back into the network. Then the computer will need another 1-2 minutes to set up the connection, after which you can reconnect and enter the Internet.
  4. On first launch... If the message "Error 651: Modem or other communication device reported an error" appears during the initial Internet setup and first attempts to log on to the network, the problem is caused by incorrect high-speed connection settings. Usually, users enter incorrect data when trying to configure the Internet on their own - for the vast majority of providers, all settings are set by the field specialist. Again, it is enough to call the technical support of the provider so that they check all the information on their part and tell you what data you need to enter where to establish a connection.

You should also remember whether you have recently installed programs related to the security of your computer (antiviruses, firewalls, third-party protection systems). Such software can block unknown connections - it is worth disconnecting the recently installed software and trying to connect again.

Separately, you should check the correctness of work proxy-servers, VPN-programs and other software that encrypts and redirects network traffic. You should check the correctness of the VPN server settings if the programs were installed recently.

If your computer has two network cards, one of them should be disabled. It will not be superfluous to update the drivers for the network card, as well as check the presence of all necessary system files in Windows using the "Start" -\u003e Run -\u003e enter sfc / scannow and press Enter. Disable Receive Side Scaling and Offloading support

Error 651 when connecting to the Internet can occur due to the enabled Receive Side Scaling and Offloading support parameters in the registry - to fix the situation, they need to be disabled. The problem most often appears on older versions of Windows starting from Windows 2003, but it can also occur on Windows 7 and 10.

With this error, if the PPTP protocol is manually specified, the system starts displaying a window with error 651. If the protocol is detected automatically, an error code 800 appears. The solution to the problem is to go to the Windows registry editor and disable the Receive Side Scaling and Offloading support options.

  1. Open the menu Start, press Execute.
  2. In the window that appears, enter regedit and press Enter.
  3. On the left side of the window, find the registry branch HKEY_LOCAL_MACHINE \\ SYSTEM \\ CurrentControlSet \\ Services \\ Tcpip \\ Parameters.
  4. In the right part of the window, right-click on a free space, select New -\u003e DWORD Parameter.
  5. Name the parameter to be created EnableRSS and assign it a value 0 .
  6. Create another parameter with a name DisableTaskOffload and the value 1 ... If such a parameter already exists in the section, you just need to change its value by one.

You must restart your computer for the changes to take effect. After rebooting, errors 651/800 should stop appearing while connected to the network.

Error 651 when connecting via modem or router

If simple steps do not help, you will have to check the settings of the router and TCP / IP connection. In some cases, it is enough to reset the settings, restart the computer and create a new connection for the Internet to work normally.

If the internet cable is connected to the router (to your own or from the provider), and already from the modem the cable goes to the computer or the router distributes the Internet via Wi-Fi, then on the computer in general no need to create a high-speed connection.

Modern modems (routers) have two modes of operation:

  1. Router... In this mode, the equipment works by default, and no high-speed connection settings are required on the computer. The router itself establishes a connection to the provider using the PPPoE protocol - it is enough to enter the connection data on the router settings page (in the browser 192.168.0.1, 192.168.0.0 or 192.168.1.1, depending on the model). If, with this type of connection, try to create a high-speed PPPoE connection on the computer, a window with error 651 will appear - and correctly.
  2. Bridge... If you want to start the router in the "Bridge" mode, then you need to switch it to the appropriate mode in the settings, and then create a high-speed connection on your computer. In practice, it makes no sense to run the equipment in bridge mode - this does not provide any advantages for the average user. If the transparent bridge mode is not enabled, then creating a high-speed connection is pointless - the router will not let it through and will return error 651.

Thus, creating a new connection or changing its settings is required only if the Internet is connected directly via a cable, without a modem. If there is a modem (router, Wi-Fi router), then settings are set in it - look for instructions on how to configure your router model or contact your provider for the necessary data.

Login and password for entering 192.168.0.1/192.168.1.1 are usually written on the back of the modem or router. The data for connecting to the Internet should be checked with your service provider (may be written on the Internet connection agreement).

If you are sure that everything is connected correctly and should work, you should try resetting the network settings:

  1. Reset TCP / IP Settings... IN Windows 7 and 8 you need to: run Command Prompt as administrator (Start-\u003e Run-\u003e cmd.exe), then enter two commands in turn. First enter netsh winsock reset and press Enter, wait for the operation to complete. Then enter the second command netsh int ip reset c: \\ resetlog.txt, press Enter and wait for the end of the procedure. Restart your computer to save changes.
  2. IN Windows 10 to reset TCP / IP settings, follow these steps: click Start, go to Parameters, open section Network and Internet, go to the tab condition and find the button below Network reset... To restart a computer.

For ADSL modems it is important that the indicator Link or DSL burned stably (was not extinguished / did not blink).   5. Choose High Speed \u200b\u200b(with PPPoE)... DSL or cable connection requiring username and password.
  6. Next, you need to enter the username and password provided by the provider to access the Internet, enter the desired network name and allow / deny other users to use this connection. If this checkbox is not checked, other Windows users on this computer will not have access to the network.

It will not be superfluous to uncheck the "IP version 6 (TCP / IPv6)" protocol in the settings - this often helps:

  1. Go to "Start", open "Control Panel".
  2. Go to section Network and Internet -> Network connections.
  3. Click on the high-speed connection with the right mouse button and go to "Properties".
  4. Open tab Network and uncheck the box IP version 6 (TCP / IPv6).

Resetting the settings and creating a new connection are relevant only for a direct connection "over the wire". When connecting via a modem or via a router via Wi-Fi, equipment setup (modem / router) is required, not the connection.

After rebooting, we evaluate the presence of the ADSL signal and try to connect again. If error 651 does not disappear when connecting to the Internet from Rostelecom, we check the reliability of the connection between the modem and the computer using a cable - sometimes the error is affected by the lack of normal contact in the connectors. Modem in router mode

Restarting the computer is the first step the user should take before trying any other error recovery method. It is also recommended to re-create the connection and disable unused network adapters.

Troubleshooting error 651 when connecting via FTTB or GPON

If your house is connected to an optical line, and a "twisted pair" cable comes into your apartment, then you are connected via high-speed FTTB technology. If you receive error 651, you should make sure:

  • The correctness of the login and password in the connection;
  • The router is working properly (if any);
  • In the absence of problems on the side of the provider.

Any network equipment should be rebooted when errors occur. If you do not know where the reset button is or how to enter the control panel of the modem, just unplug it and plug it back in.

The same applies to all other subscriber equipment. Physical damage to the cable is also quite possible - in this case, it will need to be replaced.

Error 651 and Antivirus / Firewalls

It is not uncommon for error 651 to occur after installing various software. Therefore, we need to remember after which this annoying error began to appear. Often the problem manifests itself after the installation of antiviruses and firewalls (firewalls) - disable protection and re-establish the connection to the network.
